As such, the goal of this paper is to address the above noted two known challenges of the planning and use of a structured framework for resource management. In the following pages, I review several commonly used measures to maximize (1) the financial impact of SHRM and its management cost, (2) the accuracy of the management process, and (3) the quality and consistency of management planning. I then develop a programmatic approach that can be used to generate a quantitative assessment of net economic and historical costs that, from an audience perspective, could (1) demonstrate the effectiveness of SHRM under adverse environmental conditions, and (2) demonstrate the quality and reliability of management plan development. I then discuss the merits of the three mentioned measures and emphasize their merits as a standard of comparison between and between strategies for resource management. I review the performance of a professional community organization that makes a financial contribution to the management of a private, nonprofit, and public-sector Health Services Agency (HSA) service as part of its work and suggest whether, in the face of an environment where SHRM is not widely embraced, or where the economic effects of SHRM are not critically important. I conclude by outlining and illustrating examples of SHRM within this work.
