(UNC Map One) The issue in 1995 was just between the State and the Federal government. A lot of things were being done, such as the allocation of federal funds under a political agreement and the elimination of the state’s tax deduction. Over the next few years, it became apparent that the state’s tax deduction was nearly non-existent and the Federal government was able to reduce the state’s tax deduction again to a point that was not very sustainable.
