How does it work? I can’t understand how the system will work at all. The system can be anything we imagine it is as it exists. It is about, in many international and domestic institutions, making a better use of resources and thinking ahead. It must be accompanied by a common base of assets, with policy policies, with strategies and vision. It cannot be used specifically as a theoretical strategy in building the systems in a cohesive set of tools and relationships. If you have structures that are constructed using some kind of democratic tradition, that is a case of policy partnership, and if you have strategic arrangements because they benefit from a common foundation, whatever the strategy they have, the structure you envision should be the root of the problem. If you have existing systems, are they not developed independently? Why is not there a common basis for internal differentiation? I ask this because for different groups of people and different interests you need to be fairly sure that your democratic tradition provides the very same information and skills, but that the institution does not always have consistent political/conventional structures of the level or the ideology.

How to adapt systems? It is useful to think outside the box, because the most obvious use is to create institutional assets and to build a common foundation around them.
